If the VA should have issued a fee decision but they didn't open an EP Code and/or release the entire retro award to the veteran, here's what to do:
Email the following people:
the Fee Coordinator for the Regional Office that issued the decision notice (you can tell by opening the Claims Tab and checking off Include Inactive and then selecting the EP Code for the decision that was issued, or by looking in the Notes Tab in VBMS)image

Follow up: Create a TODO checklist item in Neos and put a calendar reminder to check VBMS in 4 days to make sure an EP Code has been opened and a fee decision is being issued.
